HALC Policies

Governed by state statute
 
Housing Authority of Lincoln County HALC is governed by state statute under ORS 456 and is contracted by HUD to administer HUD-assisted housing programs.

HALC also administers USDA Rural Development programs and Low Income Housing Tax Credit (LITHC) projects. Each agency has similar but not identical authorizing legislative and program regulations.

HALC is not part of the U.S. Department of Housing and Urban Development (HUD), nor is it a part of State or County government.

Many different types of policies govern the delivery of housing assistance programs HALC administers. These policies are available for public review at the main office of the Housing Authority located at 1039 N.W. Nye Street, Newport, Oregon during regular business hours (Monday - Thursday, 8:30 A.M. to Noon and 1:00 - 4:00 P.M. The office is closed to the public on Fridays).

Agency Plans


Posted is the most recent 5-Year Agency Plan, which is the basic guideline that governs our HUD-assisted housing programs. Each year the current year’s activities are outlined in an Annual Plan for the Public Housing and the Housing Choice Voucher Programs. The proposed plans are posted for comment before being approved by HALC’s Board of Commissioners.
